HCFANY submits these comments on the Essential Health Benefits Bulletin. We urge HHS to maintain state flexibility to select more robust benchmark plans, while establishing a clear and uniform minimum standard to serve as a floor for benefits overall.

Issue Brief: New Yorkers Need Health Exchange Legislation

Time is running out. New York must immediately pass legislation and get our Exchange underway in order to meet the federal deadline. Otherwise, the federal government will create an Exchange for us. Passing an Exchange bill now will allow New Yorkers—not federal agencies—to shape our Exchange.
