Comments Against Proposed Federal BHP Funding Changes

HCFANY submitted the attached comments in response to a proposed rule published here in on April 2, 2019. The proposed rule results in large cuts to the state’s Essential Plan, which provides low-cost insurance to almost 800,000 New Yorkers. HCFANY finds that the rationale for the cuts is not based in reality and that CMS is over-stepping its authority in proposing such changes to the funding formula through rule-making.
