Governor Cuomo’s 2014-2015 Executive Budget includes a Basic Health Program, consumer protections regarding out-of-network services, and support for consumer assistance programs. The Basic Health Program (BHP) is an option for states in the Affordable Care Act. HCFANY is working hard to make sure the New York creates a BHP, which would offer more affordable coverage to low- and moderate-income New Yorkers in our state. Read more about the BHP in our 2014 policy brief.
