This letter to NY State of Health Executive Director Donna Frescatore was submitted in response to the 2015 NY State of Health Plan Invitation. The letter outlines: (1) HCFANY recommendations related to the upcoming procurement and preparations for the next open enrollment period, and (2) HCFANY recommendations for future plan invitations.

HCFANY strongly supports out-of-network protections, including requiring plans to meet network adequacy standards and protecting consumers against “suprise” medical bills for out-of-network services they did not choose.
