In a letter dated February 27, 2012, the Senate Majority Leader, Dean G. Skelos, set forth reasons for postponing enactment of enabling legislation for a Health Insurance Exchange. That letter made several assertions about both Exchange legislation and the federal Affordable Care Act (ACA) which HCFANY believes to be inaccurate, for the reasons described in full.
