Governor Cuomo’s 2014-2015 Executive Budget includes a Basic Health Program, consumer protections regarding out-of-network services, and support for consumer assistance programs. HCFANY strongly supports out-of-network protections, including requiring plans to meet network adequacy standards and protecting consumers against “suprise” medical bills for out-of-network services they did not choose.
